that he is still the governor of new jersey. find out what exactly he's up to. good morning from washington. happy veteran's day. it's monday, november 11th, 2013. this is t"the daily rundown." let's get to the first reads of the morning. john kerry returns to washington after talks aimed at freezing progress in exchange for easing. some economic sanctions stalled at a news conference in abu dabby. they carried disputes that it was the french that delayed the deal and saying no, it was the iranians who stood in the way of an agreement. >> there was unity. but iran couldn't take it at that particular moment. so hard work was done, progress was made and the p 5 plus one was united. this was not a race to complete just any agreement. no deal is better than a bad

deal i have said many times as has president obama. >> kerry responded to israeli prime ministery netanya netanya called it the deal of the century for the iranians. >> iran gives practically nothing and gets a hell of a lot. that's not a good deal. >> i believe the prime minister needs to recognize that no agreement has been reached about the end game here. that's the subject of the negotiation. the sanctions were put in place in order to bring about a negotiation. nothing is given up in a first step that freezes the program and even sets it back. >> talks in geneva talled over disputes over language that

could have given iran a right to enrich over the process in andres to parliament. the president called uranium enrichment a red line that cannot be crossed. this morning iran did sign an agreement that allows international atomic energy agency officials to visit two nuclear sites at the center of the negotiations. the iraq heavy water plant, a reactor which has been at least for a year away from being completed in a uranium mine in the south of the country. with the next round of talks set to begin in ten days, law 345ikers a345ik makers are attempting to propose a deal that left members on both sides of the aisle skeptical. kerry is going to be briefing members and the banking committee persuading them may be an uphill battle. both the chair and ranking

member, a democrat ask a republican agree that the u.s. needs to be tougher in these talks. >> you can imagine that congress that put these sanctions in place with the administration kicking and screaming all the way and pushing back against the sanctions are concerned thatty woo are going to deal away the levers we have. >> i said i would wait until this week and in fact this week has not produced a result. to be honest with you i think that the possibility of moving ahead with new sanctions including wording it in a way with a deal that is acceptable that those sanctions could cease upon such a deal is possible. it's an insurance. >> this deal, any potential deal does not look like it will be met with much embrace. the other element of the story is just how poor relations have been between the obama administration and netanyahu. before heading to talks, kerry

and netanyahu had a tense meeting and in an interview with the israeli and palestinian tv stations, kerry issued a stunning review of the when it comes to his stances on the mideast peace talks. >> the alternative to getting back to the talks is the potential of chaos. does israel want a third? we do not resolve the issues between palestinians and israelis. if we do not find a way to find peace. there will be an increasing isolation in israel. there will be an increasing campaign of delegitimization of israel taking place on an international basis. >> kerry seemed to lay the blame on netanyahu on settlements. a lot of things. officials were quoted saying

israel would not give into the intimidation tactics. netanyahu issued a strong response on friday saying that pressure has to be put where it wrongs, on the palestinian who is refuse to budge. when it comes to tough language on iran, the deal brought support in israel. although netanyahu's approval rating has gone up somewhat, he remains far from popular. in an address to the jewish federations of north america in jerusalem, they called on jews to oppose easing of sanctions in returns for meaningless minor concessions on iran. >> it's a bad and dangerous deals and that's the things that affect our survival. when it comes to the question of jewish survival and the survival of the jewish state, i will not be silenced ever. not on my watch. >> talks may steal this weekend.

britain announced it has revived diplomatic relations and appointed a nonresident affair two years the embassy was stormed by an angry mob. they join me now from new york. i am struck by netanyahu's remark there where he puts essentially negotiates with iran the way he views it as with the prism of israel's survival. if that's the measuring stick, will they be able to sign off on any deal that the west comes up with with iran? >> yeah, he definitely equates the iran acquiring a nuclear weapon that iran said they don't want to do not just with israel, but the survival of the jewish homeland and people's destiny. there a lot of moving parts going on. they like to have the sanction in place and doesn't trust what

is going on and thinks the u.s. is being too naive. this is something people in washington agree with. they said the other day that in this official's view, the u.s. doesn't know how to buy a carpet in the mideast. the u.s. is too anxious to go in and see whatever is being offered and take the deal. that is something that secretary kerry said is not going on. a lot of pieces. it's not just one in your comprehensive run down. one thing you missed that is important is that the u.s. by reaching out to iran is not just alienating israel, but alienating arab states. particularly saudi arabia. if you look at u.s. foreign policy, you have the u.s. reaching out and making pretty close to at least proceeding on a deal with iran. on the downside of that, you have strained relations with

israel and saudi arabia and poor relations with egypt. more of the traditional allies. there was a lot riding on this deal. >> you didn't bring up jordan. there has been highly skeptical of some of these things too. the perception seems to be among some of the u.s. and mideast allies. the obama administration seems to be in a hurry. is that the fairway of looking at it. >> that is the impression. not just that it's in a hurry, it is fundamentally wrong. it never got involved in syria. it watched and decided not to act when al assad's regime used weapons. if anything rewarding by agreeing to this monitoring system for the elimination of some chemical weapons which are very difficult to verify. and then reaching out to a deal

or accepting a possible deal with iran which is also supplying training and personnel to al assad. >> i will leave it there. richard, glad to see you in new york. nice to see ow this side of the ocean. we honor veterans. thousands are fighting battles to get the help they need from their own government. there was a backlog of disability claims that hit a staggering 900,000. since then things improved, all be it slowly to speed up the process and included switching paper records. they cut the backlog to 400,000. the va said they have processed more than 93% of claims that were more than a-year-old. they said the trend is in the right direction, but that may depend on who you ask. house lawmakers pointed out that the va received fewer claims

than expected. there 400,000 claims that are pending for four months or more. richard bloom know that will is a member of the committee and the armed services committee, you are one of two veterans on the committee. good morning. >> good morning. thank you, chuck. >> let's talk about the backlog. this was a crisis point months ago. would you characterize it as that? >> progress has been made, chuck, as you described, but there is a lot of progress still to be made. that 400,000 is nearly 60% of the total number of claims. we are talking about a majority of claims still backlogged and delayed. it's not just a matter of resources. it's also the system itself that continues to be broken. for example, the department of

defense and the veterans administration continue to have medical records that are essentially non-interoperable. >> let me stop you there. this is one of the mind-boggling you can't believe we all make jokes about government bureaucracy and one agency doesn't seem to be able to talk to another. how is it the pentagon can't talk to the va on computer. >> these records have to be seamlessly interoperable. they have different systems. the department of defense in my view bears a large share of the blame, not the veteran's administration for resisting the move to a single system. if you look at it more broadly, this it issue is that is government-wide in terms of the cost of procurement and the delays in instituting it. then using technology and it is a problem government-wide.

we are seeing it in the affordable care act. in the defendant of investigation and the va, these two separate systems are preventing the claims from being processed seamlessly. to put it in terms of an individual, somebody who leaves active duty and then goes to a va hospital has to develop an entirely new record or bring that record and the records have to be made completely seamless. so for example post traumatic stress that affects a large number is treated effectively. >> this is incumbent upon the member of the military or as they leave the veterans themselves to do this. this is not incumbent upon the pentagon? >> they are moving in the right direction, but still instances with my office that deals with them all the time, backlogged claims and other glitches in the system that result from the

failure of this system to be interoperable. in another area in terms of employment, the tax credits for employing are about to run out at the end of the year. we have high rates of unemployment among the rhett vans and another need that needs to be addressed as we are with the bill about the hire heroes act. >> in afghanistan, the amount of veterans that will need medical care for the next 20, 30, 40 years is going to be more than has been experienced by the va and by the va system the previous generation. why do i get the sense the va is not ready for this? >> the country is not ready yet. we need more professionals who will assess the traumatic brain injury or the health care

providers and care givers need to be trained and provided through the va system. the majority of veterans get their treatment through private health care insurance and not the va. the mental health parody issued just this past week by the obama administration way too late. four years beyond the deadline set will make a big difference by providing more opportunities for mental health treatment. the country is not ready for the tens of thousands of military. >> quickly, should the va ever have been split off from the pentagon? that was in hindsight a mistake? >> i think the va can serve a very, very profound important purpose as advocating for the veterans. they need that advocate. i think it's an agency that can perform better and is making a lot of progress and has a roll to play as a separate institution. >> all right, senator.

the massive devastation left by typhoon haiyan. they are picking up after the wreckage with demolished villages and then some. it came onshore as a category five typhoon, what they call hurricanes in the pacific. they were ready for the 175 mile an hour winds, but not the 20-foot storm surge. the city of tacloban took a direct hit. that's said to be impacted the most. city is 80% under water. mass destruction is being reported in the northernmost tip. >> the scale of what we are finding now is of a scale we have never seen in the philippines. it stretches over so many different islands. what worries us the most is there so many areas where we have no information from. we have this silence, this usually means the damage is even

worse. >> right now this seems to be the epicenter of destruction placed under a state of emergency. the death toll may hit 10,000 in that city alone. the world health organization estimates 4.5 million people have been impacted and the un said it may be twice that. >> this was the local market place. wooden shops and houses now just a piled of tangled timber. nothing stood a chance. just 100 meters from the sea. it looks more like a boat yard. this fishing boat was out to sea and flung inshore by the strength of the storm surge. >> across the philippines, there dead bodies scattered and buried under structures and no power. food and water are in short supply. grocery stores and shops have

been loot and eight trucks being attacked. police have been deployed to maintain order. locals say they can't do it on their own. >> even the day after the storm, we were retrieving bodies and clearing roads. the problem is 90% to 95% are casualties. >> the storm was downgraded and made landfall in vietnam early this morning. about 600,000 have been evacuated from the coast and there was no significant damage there when it hit. in the philippines, it's a much more dire situation. food and water are starting to make it to areas even as thousands try to get out. chuck hagel ordered ships to the region and at least four c 130s have been flown in. aid is sending shelter to those in need and freeing up $100,000 for the philippine government.

the chief medical editor nancy snyderman filed this report. >> it's been four days since the typhoon hit and we wanted to see how much the typography has changed. as you fly out, you start to see puddles of water in the fertile areas and you are struck by the fact that it's almost a deforestation look. the trees are just sticks that evaporate come out of the earth. over the last mountain range, there it is in front of you. the town just wreaked havoc. there is destruction and unfortunately still bodies in the street. dead animals in the waterway. unfortunately also people consuming water that we know is not safe. people have been advised to boil water, but after spending four hours in the town today, we only

>> it's so transparent. you know what his next steps are. we know he was doing a huge victory lap after a big victory last tuesday. you do that on the sunday shows and you try to draw attention to yourself. you don't answer the questions or you are not prepared to answer and you keep moving on. that's what he is doing. he's creating space for himself to try to run for president. >> to me when he answered the iran question the way he did, it was a reminder while good luck trying to ask policy questions. when he doesn't have a good answer or an answer he is afraid to tell you, whatever it is, he can say i'm just the governor of new jersey. >> once he is more -- how much more publicly could he be a candidate for president? >> that answer will no longer spot. he will have to have an answer on things like iran.

the people who are republicans and of course the same party. >> what's interesting is when a non-washington conservative comes after him, he has high ground considering the approval ratings. no doubt about it. it's a handicap for anyone with the name senator in front of their name as their title to run for anything and have credibility with the vast majority of public. >> you saw marco rubio and rand paul. they said thee he is not a real republican. he's from new jersey. he didn't even use their names. he said he is part of the crowd for us. he didn't say anything except i won with lots of hispanics and blacks and democrats. he said nothing about policy except he opposes obama care. that's a great performance. >> we don't have any idea about that.

i get the sense of what it is. we followed that, but that wasn't laid out very well. none of that was happening. >> if you take him at his word and say look at the record, he would say i have pushed for tax cuts. they argue that what he did on public employee pensions is the equivalent of what obama should have been doing on entitlements in washington. he cut spending so he can say he's a smaller government within the context of new jersey. it's quite willingly dealt with the democrats to get things done as opposed to the way the president worked with the republicans in washington. there is a sense of who he is. but the question is how

conservative is he? >> that's the question, but does he have a record to run on. the unemployment rate is higher than the national average. the new jersey economic record is a mixed bag. >> it's true and he runs on a personality and a true teller. you ask me a question and i will tell you the answer. someone who is not part of the politics that made most americans so sour on american politics. that's not a bad thing. while he has got that moderate new jersey thing, he is conservative on abortion. they compare him and rudy giuliani who got tripped up as an east coast republican. she makes the point that makes it harder to dismiss aim has a potential nominee. >> it's interesting on the message that if i will be the

that breaks the washington gridlock, george w. bush said he was going to be that guy. we had 24 year was that guy and that guy has not proven to be able to do this. is the public going to be naive to think christie is the guy? >> that's a great question. he's done so well in new jersey in terms of a run on that. i don't think anybody can break this with the parties and the history and the demographics. can he run a campaign saying i'm the conservative who is electionable? absolutely. states like new hampshire and florida. he's a better version of mitt romney for sure. >> except dan, as you know, conservatives will compromise in 96 and 2000 and 08 and 12. every time they compromised for somebody who was more electionable, that person won with an asterisk. it wasn't the winning.

>> that's the debate that the republicans will go through as they pick a nominee in 2016. can we nominate somebody who will in an attractive way articulate the full nature of the philosophy or settle for something other than that and get the middle, but govern in a way that will disappoint conservatives? >> chris christie will need republicans to lose control. that may be the best thing to happen. i want to turn to the article in the new republic about elizabeth warren about she is the person hillary fears the most. anything that would come from the left and nobody articulates that argument from the left more than elizabeth warren. >> she takes away the advantage of the woman being the groundbreaking figure. how does she finesse having signed a letter saying hillary,

please run and i will run against you. that might require a spin. she is an interesting figure. she has become a hero to the part of the democratic party that feels the party has not been tough enough on the banks and financial interest and not stood up enough. >> someone with the last name of clinton is not considered popular in the democratic party. >> he had this claim on a big clock of voters. i am not sure how big they are compared to hillary clinton who is liberal on most issues. >> hillary clinton is the inevitable nominee. things always happen. somebody will challenge her. will she be a better candidate? >> she smells like bill bradley. feels. smell is not the right word. this feel more like bill bradley

final today's takeaway for the week ahead. in my interview with him last week, president obama said he regrets that his administration did not do a good enough job crafting the affordable care act and he pledged that his team is going to do everything it can to close some of the holes and gaps in the law. but what will this fix look like? of course the biggest one has to do with if you like your health care plan, you can keep it.

officials are looking at administration fixes for the 5% of americans whose plans have been switched or cancelled. and they're not looking for a fix that comes from congress. while we don't know exactly what the white house plan is, here's what we do know. the administration needs to make an announcement about what they can do to fulfill this promise before congress ends up doing it themselves. on sunday former defense secretary leon panetta and former white house chief was asked if he thought the administration should shut down the entire system and start over when it comes to health care. >> frankly, they should have done it before it started. they should have gotten it right in place. there are too many players. so they really ought to try to make sure that they are going to be able to fix this system by the end of november. you know, i hope they can. but if they can't, they ought to be honest about what they're confronting. i think ultimately that if they can fix it, they can put this back on the right track. if they can't fix it, then i think the president may very well have to accept some changes

in order to make sure that we can continue to implement it. >> all right. he was focused very much on the website fix. this week we are expecting some movement on this issue of how do you help people who have had their plans cancelled who want to keep them. is there any fix there? the administration thinks it has something. they want to do it before congress gets involved. but congress, there already is a potential plan in place that could be voted on. the keep your health plan act of 2013 is sponsored by congressman fred upton of michigan. what it would do is allow current health insurers to offer current coverage through 2014. it's actually a solution if the administration can figure it out without dealing with congress that they'd like to find. they're negotiating with state insurance commissioners with federal regulators and of course with the insurance companies themselves. then there's what's going on in the senate. this is a bipartisan bill and this is a little bit different. this is something that leon panetta was referring to, that the president may have to accept

things like this if the fixes don't happen before the end of the month. this one has to do -- is being introduced by joe manchin and mark kirk. it would delay implementation of the individual mandate until january of 2015, eliminate the $95 penalty altogether, instead allowing the penalty to start at the higher rate in 2015. the point is we know we're going to hear from the administration this week on their proposed fix that if you like your health care plan, you can keep it. how they propose doing that. they know that they need to do it before congress starts voting on it, because once congress gets involved, that train, as you can see, there's more senate support on the democratic side for this than maybe the white house would like to believe. that's it for this edition of "the daily rundown." we'll see you right back here tomorrow at 9:00 a.m. there's some interesting poll data on the presidential race. yes, it's early and, yes, it's what you junkies expect from me, i know that. coming up next, chris jansing. bye-bye.
